The Federal Rules of Civil Procedure (eff. Dec. 1, ) govern civil proceedings in the United States district courts. Their purpose is "to secure the just, speedy, and inexpensive determination of every action and proceeding." Fed. R. Civ. P. 1. The rules were first adopted by order of the Supreme Court on Decem , transmitted to Congress on January 3, , and effective September. This chapter focuses on the Woolf Reforms and their effects on civil litigation process. It also argues that Lord Woolf based his proposals on very little empirical evidence, and overlooked other evidence that was available to him.
